The Role of the Government

One of these measures is the regulation of online gambling sites by requiring operators to obtain licenses from the Philippine Amusement and Gaming Corporation (PAGCOR). This was done through Republic Act No 9487, otherwise known as the “Online Gambling Regulation Act of 2012”. The goal was for PAGCOR to be able to monitor all online casinos operating within its jurisdiction and prevent illegal activities such as money laundering and fraud. However, this has not been entirely successful because some operators have found ways around these requirements by setting up shop outside of Philippine jurisdiction or simply ignoring them altogether.[1]
